Jail time, yes - therapy is iffy. He has to realize that what he has done is wrong, and there are people out there who don't think of women as anything but slaves. You can assign therapy all you want, but if the person receiving therapy will not listen, then it's a waste of time.
That's why I suggested the eunuch route. Some people really shouldn't breed... but that's just my opinion.
