It's quite simple: The white area represents the whole of ANWR, the grey area represents the area that will be allowed to be developed. That includes roads, support structures, permanent drilling pads, etc. Not just the area they'd be allowed to place wellheads- the total area they'd be allowed to alter or change, for any reason.
