You can turn it down, though

I recently purchased a film developing reel from Sullins NDT. Their reels consist of flanges separated by a length of 1" PVC pipe. I figured I could make an adjustable one, so I asked them not to glue the flanges; unfortunately, the diameter of the holes is some nonstandard opening (30mm more or less) and you can't get PVC pipe in that diameter in the USA. They turned the ends of the short length of PVC pipe down to 30mm to fit the holes, but that leaves a shoulder that you can't push the flanges any closer together. This is annoying.

(Anybody know where I can get 30mm OD rigid tubing? Material is not that important, though I'd prefer PVC or other plastic. If I had machine tools like the rest of you guys I could make it in five minutes, but I don't.)
