It's a solder-sucker. It's to take excess solder off a circuit board, while it's still liquid. It may predate the integrated circuit, but it's heyday was the transistor era. (Through I've seen Dad use it on motherboards.) It helps reduce short-circuits from too much solder.

We kids were always messing around with it. Dad put up with it because we couldn't do much harm to the tool.
