One side stated the President wasn't making choices as an individual - that those choices were either dictated to him, or based on reactions to stimuli.
That in neither course was he an object of free will or free choice, and hence, not responcible for actions that they took (choosing the SecT) when at some point somebody advised him. Ever.
Not quite the same as detailing the roles and powers of the differnt branches of government.
