There's still an active modding community...the mil-simmers. Granted, a lot of the work is still relatively bolt-on and not as much raw fabrication, but they're showing the same spirit and drive that used to be regular before teams started playing in clown suits.
That, and the ooohing and aaahing that I still hear when people see things like old Snipers or brass guns, makes me think that the modding/historic spirit hasn't really gone away.
