VLC can play pretty much any format you throw at it, and has a fairly easy to use transcoder.
Unless you're getting into command line or the nitty gritty details of specific encoders, it's pretty much a swiss army knife* when it comes to media under windows.
* I actually carry a leatherman as my go-to "always have on me" tool :P
