No experience of PB-glow paint but when I played with generic glowing paint
by
a bunch of years (30?) ago I found that the most efficient charging method by far was to trigger a camera flash a few times onto the paint. The result was both faster and stronger then any other method I tried, not UV though.
An old mid-sized external flash powered by four AA-batteries is perfect
