You'll note that they're currently pumping out vast quantities of water. That means to keep it dry you'll have to have sump pumps running constantly. Then there's the toxic waste issue - these silos have all sorts of nasty crap in them - pcbs, asbestos, etc, and it's going to cost a fortune to have it abated.
Even at 400k, you'll probably have to spend at least a coupla million in order to make it liveable.
