Inerting...

While I agree it's likely "used" and thus expended/inert, if you want to be sure, but not destroy or discolor it (as a fire certainly would) then soak it in a penetrating oil.

Any oil (or water) that gets in will degrade any primer material and render it... well, maybe not "safe" since many of them are still toxic, but let's just say it's a lot less likely to explode on you.

Then again, if it's open enough for a penetrating oil to get in, then it's open enough for fifty years of even rare high-desert rains to get in and similarly degrade/destroy/oxidize any priming compound.
