Those are the exact same style of carbs used on my Nighthawk. And yeah I'd say yours could do with a rebuild. I did mine when I bought it. Never quite got it right as I would have had to drill the jets out. Runs great on throttle or about 40mph but get below that, on the idle jet, and it pops and surges. One of these days I'll take them apart again.
I've never had any issue with carb rebuild kits and ethanol gas on anything I've ever rebuilt. I got my kits from Bike Bandit and they've been in there for over a year, 8000 miles, on regular pump gas. Last time I had the air cutoff valves out they looked just as good as the spare I had in the package. Only thing I do is throw in a dose of Stabil before winter and run that into the carbs.
As for cleaning, I just remove anything rubber and then attack with carb cleaner.
