Illegal for the USERS to change programming, because Bandit Taxis would pick a frequency for the day - and if the frequency became "unavailable" they'd just send out a cell call or Tweet to the drivers and have everyone jump to another illegal frequency if the rightful users complained to the FCC.
They are supposed to be programmable only by the maintenance technicians with the repair licenses and proper monitors to make sure it's where it's supposed to be set.
That said, I'm keeping my old Icom set - V16, U16, V100, H400. All still field programmable, from before they changed the rules...
You do get what you pay for mostly, though some of it is Big Brand cachet. Motorola always factors in a healthy dose of that.
