Any bender for the ladder-style cable racks would have to be custom built to deal with the rectangular tubing side-rails, and adjustable for the various different widths in one bender, and you'd almost need to warm up the steel with a Rosebud before bending...
Gee guy, step over a dollar to pick up a penny. For standard 45's and 90's you buy the pre-made sweeps.
And if you only need a small offset or a custom angle, you notch and weld.
