you are starting with 4500 psi in volume1 and you want to know how much volume2 needs to be added to the system (V1 + V2) to get the pressure to drop to 2500 psi.
4500 x V1 = 2500 (V1 + V2)
V2 = (4500 x V1 - 2500 x V1) / 2500
V2 = 2000 x V1 / 2500
V2 = 0.8 x V1
so... if you started with a 4500 psi HPA tank with a volume of 650 in^3 you would have to add 520 in^3 of volume to the system to get the pressure to drop to 2500 psi.
4500 * 650 = 2500 (650 + 520)
Knowing this I think you could say that you could fill seven
68 in^3 bottles to 2500 psi. The eighth 68 in^3 bottle would have a pressure less than 2500 psi.
Of course these calculations neglect the energy lost when the tanks heat up and the air lost when the tank is disconnected.
