Is is too late for a transversal my fiance wants a baby?

I regret to this day getting a tubal ligation. I've been hesitant and too embarassed to tell my doctor I regret requesting a tubal after the birth of my daughter who will turn 4 this January. I now understand why I do things that I haven't done before. I am very moody, depressed, and have pains on both sides where my ovaries are located. Sometimes I feel like something is going to burst on both sides. What should I do? When I was pregnant I was very moody and miserable and always requested to get my tubes (tied) now I think they clamp them. I signed a consent to have it done the same day I had my daughter, which was done the day after. I am now going to the doctor for heart palpitations which I thought was from my blood pressure or anxiety. I am severely depressed of the thought of not being able to have a baby for my future husband. He wants a child and doesn't want to adopt, what should I do? I tied my tubes for the wrong reason. My family and friends pressured that it was the right thing to do and that I didn't need anymore children other than the 3 I have. But now I plan to get married to someone who wants a child, now what are my chances of transversal?
