Not sure if the pipeline would have that much of an effect on the of gas, but in a highly traded commodity market, adding 5% of supply, or taking 5% away can have a drastic effect on the market. Easily 25% price swings.
Fractional percent changes in supply sometimes make crude oil prices spike or drop by 5% or more. At the margin, prices become more inelastic.
