In this post about the rookie wage scale negotiations it mentions that the talks right now plan to still include a salary cap and a salary floor.
That is no different than the old CBA, but what is different is that the new salary floor would be 95% of the hard cap.
Under the old agreement I think the floor was somewhere between 80-90% of the cap, and I also believe the Bungs were consistently closer to the floor than the cap.
Unless this changes, other teams will only be able to spend 5% more than us instead of the previous 15% or so!
Of course we still have to deal with inferior facilities,scouting, coaching and complete mismanagement from the top down, as well as our reputation for being a pathetic organization that no one wants to play for. Oh yeah and the brownHole is probably gonna find a way to count Palmer's salary against the cap even though he won't have to pay it. So yeah we are basically still screwed.
