If it is the end for him then congrats on a nice and memorable career. I still respect what he did to MB and the Bengals. He did more than anyone to shed on a national level just how poorly run the Bengals franchise is/was. Unfortunately it has not lead to many or even any changes, but it is what it is.

He was not very good last season though and was part of the problem in Arizona. He wasn't awful (i.e. his yardage numbers were fine), but he just wasn't efficient enough for the present day NFL QB, especially in a Bruce Arians offense and a team that had the second leading rusher in the NFL.

He also had Larry fitzgerald to work but the team had some key injuries that hurt him plus he had a concussion late in the year. Palmer has taken a lot of hits over his career plus he is 37 so I think it's time. He also sees the team might not be all that good next year so he's getting out while he's still reasonably healthy.

Bear in mind he worked for mikey and though he miracuosly had a few good year there he wasn't given all that great players to work with. The Raiders were a disaster at the time and Ariz had a few good years at the end. It's amazing he's still in one piece after that. I bet Tom Brady wouldn't have done much better if he were with the bungs and Raiders - he might have been out of the league selling insurance.
