Do you know for sure if you want a domestic adoption or an international adoption? You might want to research both on-line to be sure. Then, it doesn't matter where your agency is located, but I can understand if it's helpful to have an attorney or agency close by. (Sorry, I wouldn't know any in your area.) I just wanted you to know that you don't have to limit yourself.
Adoption costs can vary, but what you've been quoted is quite reasonable and normal. Keep in mind that you do get an adoption credit after-the-fact on your taxes. I would be more concerned with how an agency handles problems that arise than this cost amount. Sometimes it doesn't pay to do adoption on the cheap.
