DH reluctant to adopt, any thoughts? (drug addict BM ment)

i posted months ago about the potential of adopting a distant cousins baby (she is a drug addict). well, baby is about 5wks old now and doing well in foster care. no clue what will happen but i (of course) want her and DH is not so sure.
his issues are:
fear of BM showing up on doorstep all the time.
baby is bi-racial and we live in a white bread town (his main concern is that baby will face discrimination)
those are the main things.
remember that the baby is distant family so i am not sure how we would work a semi-open adoption.
there are many uncertainties here, too. i believe that parental rights will be terminated, eventually. actually, i wish that my cousin could kick the demon and parent, but it isn't looking good.
