Identify Artist of Bare Foot Clown

I have had this Clown statue for many years 1991-92 bought it at a shop that sold Ron Lees art, was told it was a Ron Lee piece, believe it is of Emit Kelly 25 inches tall Augusts face he is holding a Poodle in right hand against his chest left hand index finger pointing up at dog and he is bare foot.
