The main thing the URA committee does is count nominations and votes and look for ballot box stuffers. However, I'm not limiting it to that - if people have ideas that they think the URA ought to use, that's welcome too. For example, last year one of the URA committee suggested having guest presenters for some of the awards, and that worked out quite well.
