Okay so I'm totally late on this discussion but voting seems like a good way to decide.
This forum has a little votelet feature attached for that very purpose!
We could put up a little paragraph describing why some people don't want a ban on nominations for previous winners .. And another paragraph explaining why people think there should be a ban. Then people can read both & vote Yes or vote No!
