I've done non-combat chars in Fallout 1+2. It is a lot easier to do indirect combat (demonlitionist assasin).

Some quests are simply not do-able, but the main quest is. Even Special Agent Frank can be taken down using sweet talking (not to him though, don't talk to him. Talk to other people.. and machines). Of course, I did plant explosives on the president... had to.

I've tried ultimate weakling before... extremely hard. Small frame, 1 str, only able to carry fourty pounds. That's not even power armor! If you can't carry the armor, your NPCs can't either.
