I think it's Modoc. The town with that missing Johnny kid and the outhouse. (I had a real hard time finding Johnny at first and he was returned to his family after I found him ~1.5 game years later.)
I don't know what there is to *do* in the well, but the town has been using it as a wishing well. 
My favorite thing to do in Modoc is blow up that outhouse, though. *g*
