RE :Yes and NO (umm thats a bit awkward)

You can sample with the effect as you go using either efx as send and return or as "patch" in the sample window configuration. so you can sample with compression, bit reduction, chorusing etc etc etc and record the knob tweeks as you sample.
You can then say use reverb in send and return on eah track at mix down , connect a secondary effects unit too the aux in/outs as well so I could say have reverb+delay with all samples pre-effected with modulation effects and the like and then compress the mix externally as well. You don't have too sample asign too a track add effect bounce and resample at all if you do not wish too do so. Read the manual with regards to effects configurations and resample as well as line in sampling with effects. It's a fairly comprehensive unit and quite flexible.
