Get your self a junior hack saw available at hardware stores .Or...... a set of needle files ,can be used as well for cutting small tubing .Hold the tube in a pin vice and use the knife shaped file to cut a groove around the tubing , you should be able to snap the tubing or rod off if you make a deep enough groove.Clean up the end with the flat file .
I use this method to cut hypodermic needles to make gun barrels for (dare I say it .........aircraft)
