One of the pigments that MIG sells is called ash. The idea is that you mix it with a solvent (alcohol, water) and just apply it in layers to simulate ash buildup from a burnt tire. I've never tried it.
I suppose, in theory, you could do the same with burnt paper, fireplace ash, stuff like that.
There are several aftermarket guys who sell burnt out wheels for Shermans, Tigers, T-34, etc.
