How do YOU apply Salt when you are using it for chipping???..

I was once told to use water, and I did it once on a Tiger I, and it worked as I needed it, but for my PZIV's, I had difficulty getting the salt to stick. Like to use it when I do newish exhaust with the field applied camo, just easier than applying a chipping solution.
