How effective are they really?

My daily commute along Hastings Seafront to takes me past two Scameras's in as many miles. 200 yards before the first I pass a week old floral tribute to a young mother killed in an RTA. This morning I passed a new sign shortly before the second camera asking for information about a serious collision the night before!

Is it me...........?
