New Tory initiative to cut greenhouse gases

The Government is under growing pressure to enter into a cross-party agreement on tackling climate change, as Britain's emissions continue to rise.
The latest initiative comes from Oliver Letwin, the Conservative environment spokesman, who will propose this week that an independent body, like the Bank of England, should preside over the transition to a low carbon economy.
Mr Letwin believes that an independent body is needed to preside over the three per cent a year cut in greenhouse gases that will be needed to achieve the target of a 60 per cent cut in fossil fuel emissions by 2050.
Mr Letwin told The Daily Telegraph that it was worse than useless to have a policy which works for five years then comes unstuck, as proposed emission reductions have under Labour.
"The 60 per cent reduction in our emissions necessary to stabilize climate change has to be achievable over the next 45 years without turning the lights off or crippling the economy," he said.
Tony Juniper, the director of Friends of the Earth, said: "We think Oliver Letwin's proposal is brilliant. It is just the sort of thing we have been campaigning for."
