I don't think it's related to Blame. Think of it as a just a single-shot thing in order to win a contest...and Nihei just liked that character so much, that he didn't want to waste him for just a one-shot. It's like a prototype of ideas he's been slowly building up until he solidifed it into Blame! ;P
