Re: Safeguard-ness

I hate to disagree but Dhomo and Sanakan never, not once, did anything that was clearly against Safeguard wishes (with the exception of when Sanakan was transferred to the GA, of course.)

I suppose a more accurate denomination for Killy would be "rogue Safeguard". I still don't get why they would give him a new suit, and later when he's searching for Cibo a whole lot of Safeguards try to kill him. Not to mention the last one he encounters that practically looks like a bald version of himself. I guess the Safeguard are just incredibly inconsistent in their reasoning, or maybe there are conflicting internal factions within them.
