Lightspeed is 1.0c. So .25c is a quarter of lightspeed.

And to answer your question about how much time it takes to get up to that speed -
Although my memory is sometimes faulty I seem to remember a plan to send a probe to Alpha Centauri. If I remember right it would have reached a top speed of .1c after a year of "hard" acceleration.
