The prototype was built and destroyed during the Earth Minbari War. Few have been built because it is specially designed as a fleet command platform and of course, a super carrier.
Not actually defenseless, but no heavy weapons. After all, its a carrier. Not a battlecruiser. That's what carriers are for. Lots and lots of fighters.
