I always thought so.
Oh and BTW the Space Shuttle has a gross lift-off weight of 4.5 million pounds. About 80% of that is fuel. If it lands with it payload intact it still only weights 230,000 pounds.
And that is for a ship that *can't* leave low Earth orbit.
