Ever since Sheriden came to kick Clark's butt, the general view is that earth is full of loony people making trouble. This can be seen on the episode of
"Deconstruction of Falling Stars"
It takes us 1 million years to become non-corp lifeforms, by which time the other races have already done this and moved on.
