We cant kill any more people like Dukat...since we already did that. So the Minbari wouldnt be as into the war as they were the first one.
Add on EA's tech jump.
Could the EA stop the Minbari cold. No.
Could they strike they defeat them out right? No.
Could they sure as hell make the war very VERY costly for the Minbari. Yes.
