Should Sheridan have been impeached?

In my opinion, when Sheridan made the Victory project secret from all Alliance races other than Minbar and Earth, he betrayed the principles that the Alliance was founded upon. What he did was akin the the U.S. and Great Britain secretly building a super-ship meant to be used by the United Nations without telling anyone on the Security Council, much less any of the lesser members. The ambassadors and heads of state of the member races in the Alliance have a right to know what sort of forces will be policing the Alliance and a right to have a say in how those forces are designed and deployed. Sheridan's conversation with Garibaldi in 'A Call To Arms' makes it clear that the other races were NOT informed of the Victory project and to me that is wrong. If Sheridan can't be bothered to consult with the people he's been chosen to lead he shouldn't be allowed to lead them. Not if the Alliance has anything more than pretensions to a fair and democratic government.
