The Omega is pretty much the up grade of the Nova. All she has that the Nova doesnt is a rotating section, other then that, they both have the same basic design.
Though granted, that rotating section gives it alot of advantages over its predecessor(sp).
No idea as to the yield of her weaponry, though I can tell you the Majority of it is short range plasma cannons. I do believe it has particle cannons and some missile launchers. And no it cannot fire all its weapons because the power drain would suck the reactors dry.
As for the weapons not being able to turn, I do not believe that is correct, they seem to have a turret design, not a fixed battery one.
