A better scene to analyse the destructive potential of the Shadow Death Ray would be the scene in "Shadow Dancing", where two Shadow ships ran into a Minbari War Cruiser, focused their power and destroyed the Cruiser. Given that the Minbari are the strongest of the younger races their armor must be considerable stronger as well, making the Shadows concentrate harder.
