| "SHERIDAN'S QUARTERS
Delenn and Sheridan are finishing their meal. Delenn sees that Sheridan is worried.
Delenn: Something's bothering you. What is it?
Sheridan: I need to ask you to do something I don't want to ask you to do.
Delenn: Well, um... If it's about my wearing those little...
Sheridan: No.
Delenn: I appreciate the gift, and I didn't say I wouldn't wear them, I just said that...for me, from a Minbari perspective, I thought it looked silly.
No, it doesn't have anything to do with that (whatever that is). Sheridan tells her that since they got into the war, he's been going over the files of their resources. They lost a lot of White Stars during the Shadow War and the battle for Earth. Now that they're fighting the Centauri, they're bound to lose more. Sooner or later they're going to run out. Delenn knows. The problem is, they've been using the White Stars against everything -- from medium-size cruisers to full blown destroyers. So far they've been able to hold their own against ships 5-6 times their size, but they can't keep doing that.
That's Sheridan's point. They need more ships, bigger ships. Delenn thinks that may be a problem. The Grey Council approved construction on the White Star fleet for use during the Shadow War. They were fortunate to inherit them afterward. But the resources in going back and creating a whole new class of ship...
Sheridan tells her that problem can be spread around a little. He's just sent a courier to Earth with a message for President Luchenko suggesting a joint Earth-Minbari project. They'll start with one or two prototypes. The Minbari will provide the design specs and the materials for a destroyer-class White Star. Earth handles the finances and the construction. This way, Earth will also benefit from the new technologies involved. Luchenko will OK the project if the Minbari OK it first. She doesn't want to stick her neck out if it's not going to happen."
As you can see John was talking about getting Earth's help in building 'one or two prototypes' of a 'destroyer-class White Star'.
Also Delenn was worried about 'the resources in going back and creating a whole new class of ship'.
Its not that the Minbari lack the knowhow to build ships with the Vorlon tech, its that they are hard pressed to use the resources after all they've been through.
Galen: Hmm? Oh, sorry. I was just trying to work out whether a comment from me right now would be 'most wanted' or 'least needed'.
