I heard a rumor from a friend of mine about fastest hit recovery and shield blocking. He said that he read somewhere that the more hit recovery items you have the faster you block or it enhances your blocking in some way. Has anyone heard of this?

Hitrecovery and Blockrate are different. Hitrecovery means how fast you recover from a hit. Blocking is the time needed to block (stop) and attack. As far as I know those two have no linking. (but then again, it IS blizz were talking about.
