Can cousin from England, get a RABC permit ?

I'd like to take my cousin, who will be visiting from England, into Quetico at Prairie Portage. The RABC application says for U.S. or Canadian citizens only.
I'll be at the Chicago Sports Show this weekend and may get my answer there, but I thought it would be a good question for this forum too.
