I base this just on the language from the application you are citing. It seems pretty clear-cut to me. You have to be a citizen or permanent resident of the U.S. or Canada. Period. It seems kind of arbitrary, but also makes sense in that what we are talking about is the border between those two countries. I'd even go so far as to say it's awful nice of Canada to let us Yanks get these things.

Of course, it never hurts to ask, but the rule seems clear. The good news is that you can still enter from Crane Lake because there is an actual port of entry there, or of course from the north.
