I've done both

I don't believe Horse to Crooked is nearly as challenging as the Falls Chain. However the trip conditions were very different so my memory may be biased. We came from lower basswood falls down the Horse River when water levels were good so it was not so bad and I remember the portages as fairly short and level. When we did the Falls chain there had been a severe storm two days earlier so there were several downed trees on the portages and it seemed like a lot of rough up and down not to mention the current below canyon falls was tricky. Unless I'm thinking of the wrong falls the lower basswood falls portage is on the Canadian side and not very long and well travelled.
