I imagine you could have two different impressions of a campsite (using the same criteria) at two different points in time. There was a site we lunched at on Beartrack. There was so much blowdown, it would have been a challenge to set up one tent or find the latrine trail or set up a tarp. But, if cleared/cleaned up, it would be a fantastic site with a spectacular view. It could go from 1 star to 4 stars.
He didn't mention any blowdown or anything though, so maybe he was turned around and not talking about the same site you liked.
Funny though - travel with a group of seven, looking for a campsite and finding one, you might have two people who think the site is great, two who are indifferent, and three who think the site is crappy!
