really like, I want to take a couple of pictures

of her, do I have to ask the owner if I can take a

picture of her? what do I do???

there is no law against taking pictures of another person's animal. However, if the person does not know you well, he/she might think you are planning a theft of the animal. (you can never be too cautious.) I'd reccomend complementing the owner on the animal, saying you live just down the road, and then ask permission for the photograph.
