Being from Australia, I'm not sure what "haylage" is, but if it is a type of hay, then the ponies should have something to munch on, and if it is a ponyclub camp, then wouldn't the ponies be excercised anyway?
Responsible owners would know what their ponies need, but it sounds like you are dealing with idiots that should listen to your advice.
Could you not talk to your superiors (if you have any) and voice your concerns, and ask them how much authority you carry, especially after 5 yrs you should be an expert.
I also suggest keeping a journal, to look back on, and show proof of what happens if the owner's ponies go wrong etc when they didn't listen
